The best thing in using scrapped characters is, that you can make their own personality. ^^

She was originally supposed to be in the very first Sonic game, however, like many other Sonic 1 ideas, she was scrapped. She is a human and her only purpose appears to be as a love interest for Sonic. Although she never made it into the game, you can see her pictures on Sonic Gems Collection.

hmm she's in the archie comics I think and she was going to be in sonic the fighters but she was scrapped before that

So, no one knows something about her personality (etc.).

But I wonder, WHY she was scrapped...
It seemed, that she had a big role, because if you're going to fight her, in the screen before the battle isn't a pic of her and as the name only "???".
She might was supposed to be a secret character you have to fight, when you are Super Sonic or something specific is done.
She was already good as done, when she was scrapped. There was only a problem with the eyes (one pupil doesn't look at the enemy, but in the camera).
I heard she was a joke character
Honey was a joke character who might have appeared in Sonic the Fighters. Not much is known about her, but her design seems to be based on another character called "Honey" in a different fighting game. However, it is possible that she wasn't a joke character, and in fact was actually planned to have an important role in the game.
